James Gibbons-Shapiro, M.D., Chairperson

James Gibbons-Shapiro grew up in San Jose, attended Gunderson High School, Yale University, and UCLA Law School. He has worked at the Santa Clara County DA’s Office for 26 years. He has prosecuted almost every kind of case, and in 2003 won the Felony Trial Attorney of the year award for his work on the Sexual Assault Team. Currently he is one of the six Assistant DA’s that manage the trial and other teams in the DA’s Office. He supervises the Family Violence Team, The Crime Strategies Unit (using data analytics and information sharing to solve more crimes and prosecute them better), the Victim Services Unit, the High-Tech Crimes Team, and the Complaints Team (that reviews police report and files criminal cases in court). He chairs the County’s Domestic Violence Death Review Team, and the annual efforts to update and revise the County’s Domestic Violence Protocol for Law Enforcement and the Child Abuse Protocol for Law Enforcement. In 2021 he and others led the successful effort to bring together child sexual assault medical examinations, child forensic interviewing, victim advocacy, social services, and more under one roof at the new Children’s Advocacy Center. Before becoming the Chair of the CAPC, he was the Chair of the CAPC’s Symposium Committee.

 


 

Michelle Jorden, M.D., Vice-Chairperson for Administration

Has been employed in Santa Clara County as a Medical Examiner and Neuropathologist since 2008 and is currently the Chief Medical Examiner. She obtained her medical degree from Northwestern University Feinberg School of Medicine in Chicago, Illinois. She performed 6 additional years of postgraduate training to include residency and fellowships in Anatomic pathology, Surgical Pathology and Neuropathology at Stanford University Medical Center, CA and a fellowship in forensic pathology at the Cook County Medical Examiner’s Office in Chicago, IL. Dr. Jorden has been a Medical Examiner since 2005 and is board certified through the American Board of Pathology in anatomic pathology, neuropathology and forensic pathology. She maintains her board certification and participates in maintenance of certification (MOC) and most recently, Continuing Certification (CC)  through the American Board of Pathology. Dr. Jorden also is Chair of the Child Death Review Team, board certified through the American Board of Medico legal Death Investigators (ABMDI), a member of the Child Abuse Prevention Council for Santa Clara County and a member of the Domestic Violence Death Review Team.

 


 

Rocio Abundis, Vice-Chairperson for Programs

Ms. Abundis has 33 years of experience overseeing programs dedicated to human services, particularly for under-privileged youth and their families. She utilizes her public health background to maintain a focus on prevention services, ensuring families have the supports they need in a timely, equitable and responsive way. Over the last eight years, Ms. Abundis has managed various initiatives in the Department of Family and Children Services including the launch of a comprehensive child abuse prevention bureau and the development of a county wide Comprehensive Prevention Plan for the Families First Prevention Services initiative.

 


 

Andrew Cain, Treasurer

Andrew Cain is directing Attorney with Legal Advocates for Children and Youth (LACY), a program of the Law Foundation of Silicon Valley. Mr. Cain served as Chair of the Child Abuse Council from 2015 – 2017. Other prior roles with the Council include the Vice-Chair of Programs position and chair of various committees and working groups. He served as chair of the State Bar of California, Family Law Section Executive Committee in 2013-2014. 
Additional volunteer work includes chairing a Domestic Violence Council sponsored group working toward implementing school – based prevention and intervention services and previously chairing the Northern California chapter of the National Association of Counsel for Children’s’ legislation and policy work. Mr. Cain was recognized by the American Bar Association with its Child Advocacy Award in 2013.

 


 

Victoria Bradley, CAPC Coordinator

Victoria Bradley is an accomplished and driven individual who has overcome various challenges. As a former foster child herself, she understands firsthand the struggles faced by vulnerable youth. Volunteering at Dewey High School, where she taught the Violent Prevention After School Program- empowering students and equipping them with the tools to navigate life's challenges. This fueled her desire to make a difference in underrepresented communities in the East Bay. Growing up in the beautiful Bay Area has shaped her strong sense of community and served low-income families to assist in housing assistance throughout Alameda County, Santa Clara County, and Contra Costa County. Currently, Vicky is thriving as a Coordinator at the Child Abuse Prevention Council, where she utilizes her skills and passion for making a difference in the lives of others. She is dedicated to continuing to advocate for unrepresented youth and ensuring they have a voice and the support they deserve. Her journey has taught her the importance of perseverance and has instilled a positive attitude towards life. With an optimistic outlook and unwavering determination, Vicky firmly believes every child deserves a chance to thrive.

CAPC Funded Agencies

Bill Wilson Center provides Parent Child Interaction Therapy (PCIT) to clients for the purpose of preventing child abuse and neglect. PCIT sessions cover positive parenting skills and techniques.

Catholic Charities offers Baby Steps, a program providing home visitations, case management and “Just US” parent-child attachment groups.

ConXion provides child abuse prevention parent workshop and support groups that are culturally relevant for Latin-X and Native American.

International Children’s Assistance Network (ICAN) provides parenting workshops, Vietnamese-language radio shows, support groups, community meetings, child supervision, Ages and Stages screening and Protective Factors assessments.

Parents Helping Parents (PHP) provides family support services for parents and children with disabilities including Understanding Maladaptive Behavior in children with disabilities sessions, Sharing the Journey sessions and Social Boundaries program.

Rebekah Children’s Services provides parenting workshops, services for children, and peer support groups such as the Resilient Families program.

San Jose Grail Family Services provides workshops on the building blocks of parenting (NuParent Hablemos Juritos/Let’s Talk Together), safety education, support group meetings, case management and services for children.

Pacific Clinics offers school based prevention and child sexual abuse treatment and prevention services.
